Commercial Leasing Standards

The Trust’s Commercial Leasing Standards apply to the development and use of airport property for certain non-aviation uses and to the leasing of land and facilities for Director Aviation Support, Indirect Aviation, and Non-Aviation uses, and for the specific Direct Aviation use for the leasing of land and facilities for commercial air cargo.

These Commercial Standards, which may be amended by the Trust from time to time, are detailed in full in the downloadable PDF linked below. Please also note that all concurrent commercial leases may be subject to individual approval of the FAA.

Aircraft Fueling

Self-fueling of aircraft is a privilege that is granted by the Trust through a Fuel Agreement in certain designated areas of the Airports consistent with this Policy. It is the responsibility of the Director to efficiently operate and manage the daily operations of the Trust’s Airports, including how aircraft Self-Fueling Activities will be conducted at the Trust’s Airports for long term sustainability of the airport system in Oklahoma City.

Fixed-Base Operators (FBOs)

A Fixed Base Operator (FBO) is a commercial business granted the right by the Trust to provide various aeronautical services to private, corporate, and general aviation customers. Services typically include fueling, hangar space, maintenance, training, and more.

  • OKC Will Rogers International Airport
    • There are two fixed-base operators on the OKC Airport property, whose services include aircraft fueling, parking, maintenance, and rental cars.
      • AAR Aircraft Services
      • Atlantic Aviation
  • Wiley Post Airport
    • Wiley Post also has three FBOs operating on the property; both providing high-quality FBO services, as well as rental cars, limo service, hotel accommodations, catering, and hospitality for transient pilots 
      • Atlantic Aviation
      • Metrea Aviation Services, MX1 Inc.
      • Private Jets
  • C.E. Page Airport
    • C.E. Page has one operating FBO, providing both aviation gasoline and jet fuel. 
      • Legacy Aviation Services, Inc.

Third Party Vendor Services

Third-Party Vendors are independent contractors who may contract with OKC Will Rogers International Airport to provide a variety of above-wing and below-wing services to an air carrier. An airlines may select an existing Third-Party Vendor or engage the services of another provider.

Prior to providing any services to an air carrier in OKC all Third-Party Vendors must receive authorization to provide services through a contract with the Trust. The Third-Party Vendor may lease terminal space, subject to availability, from the Trust or utilize their airline’s assigned space.

Third-Party agreements with the Trust run coterminous with the Trust’s agreements with the airline and are for a period of up to five years. The Trust charges a fee of $500.00 for the five-year term.

Affiliating Company Declaration

An “Affiliating Company” is any Air Transportation Company that operates under the same trade name or uses the same branding as the main airline when working at the airport on behalf of the main airline. For a company to be recognized as an Affiliating Company, the main airline needs to submit the form located here, that both the affiliating company and the main airline have signed.

Aeronautical Minimum Standards

The Aeronautical Minimum Standards and requirements of the Trust’s airports are a minimum for all persons or entities engaged in an aeronautical purpose, use, activity, or service on one of the three airports.

These standards are not intended to be all inclusive and may be subject to additional federal, state, and local laws, codes, and ordinances, lease provisions, and other similar regulatory measures, including those of the specific Airport, Director of Airports, or Trust, as well as other rules, regulations, or policies pertaining to all such activities or services.

Aircraft Deicing/Anti-Icing Policy

Stormwater discharges from deicing/anti-icing operations at air transportation facilities are regulated by federal, state, and local regulatory agencies.
