Airport Strategic Development Program

In recognizing the necessity of protecting the public health, safety, and interest in the Oklahoma City-owned airports, and in order to foster, encourage, and ensure the economic growth and orderly development of Aeronautical Activities, pursuant to Federal Aviation Administration requirements for federally obligated airports, the Oklahoma City Airport Trust has adopted the Airport Strategic Development Program.

This program identifies commercial development opportunities for Airport properties and establishes a business planning approach for the leasing of the properties at the Airport, including the development of vacant land located on the east side of the Airport property.

OKC Will Rogers International Airport Development Standards

The main intent of the OKC Airport Development Standards Manual is to ensure orderly development that includes a range of uses including airside aviation, aviation support, and landside commercial and industrial. Special attention was given to the quality of buildings and the surrounding environment to complement the new terminal facility and provide a recognizable high-quality identity for the airport.

Wiley Post Airport Northeast Development Standards

The main intent of the Wiley Post Airport Northeast Development Standards is to make economical and efficient use of Airport land, taxiways, and runways, in accordance with the Airport’s Master Plan and the Airport Layout Plan, that will further guidance on the established criteria. The PWA Northeast Development Standards will be applied objectively, uniformly, and without discrimination within the context of the intended use or uses.

Avigation Easement Process

For all properties within Airport Environ Zones One (AE-1) or Two (AE-2), an Avigation and Hazard Easement must be conveyed to the Oklahoma City Airport Trust pursuant to the City of Oklahoma City’s (“City”) Municipal Code regarding Airport Zoning Overlay Districts, Section § 59-13150, et seq. and Federal Aviation Administration’s regulations, including, but not limited to,  14 CFR Part 77, or as the same may be amended.

An Avigation Easement is a covenant that runs with the land in which the Property owner grants an easement and right of way for the use of airspace located above the Property, and the Property owner acknowledges certain conditions associated with aircraft flight and the operations of a nearby airport.  The Property owner must provide an Avigation Easement for the Property but may also elect to include the entire parcel attached to the Property, or all parcels owned that are located within the Environ Zones. The City’s Department of Airports will prepare the Avigation Easement for your review and execution and docket it for approval by the Trust and City when complete. There is no fee associated with an Avigation Easement.

Stormwater Pollution Prevention Plan (SWPPP)

Stormwater runoff from construction sites can cause significant harm to our rivers, lakes, and coastal waters. A Stormwater Pollution Prevention Plan (SWPPP) lays out the steps and techniques used to reduce pollutants in stormwater runoff leaving construction sites.

The SWPPP is a site-specific, written document that does the following:

  • Identifies potential sources of stormwater pollution at each of our Airports.
  • Describes practices to reduce pollutants in stormwater discharges from each site. Reduction of pollutants is often achieved by controlling the volume of stormwater runoff (e.g., taking steps to allow stormwater to infiltrate into the soil).
  • Identifies procedures the operator will implement to comply with the terms and conditions of a construction general permit.
